Odinaev Rahmonali Saidmukhtorovich was born on May 14, 1991, in Hamadoni District. He is Tajik by nationality and is married.
He has a higher education. In 2009, he graduated from the College of Informatics in the city of Dushanbe. In 2014, he completed his studies at the Tajik State Pedagogical University in the Rasht District. In 2016, he graduated from Tomsk State Pedagogical University of the Russian Federation. In 2020, he completed a doctoral program (PhD) by specialty at the Research Institute for Education Development named after Abdurahmon Jami of the Academy of Education of Tajikistan. His specialties include computer operator, mathematics and physics, and informatics.
He began his professional career in January 2012. From January 3, 2012, to October 1, 2012, he worked as Secretary of the Department of Higher Mathematics at the branch of the Tajik State Pedagogical University named after S. Ayni in the Rasht District. During 2012–2013, he worked as a computer science teacher at Secondary School No. 37 in the Rasht District.
From 2013 to 2017, he worked as a specialist in the Human Resources Department and simultaneously as an instructor of computer technology courses at the Tajik Pedagogical Institute in the Rasht District. From 2017 to 2020, he served as an Assistant Lecturer at the Department of Information Technologies and Programming of the State Educational Institution “Technical College of TSTU named after Academician M. Osimi” in Dushanbe.
In 2020–2021, he worked as Acting Assistant Lecturer, and in 2021–2022 as Assistant Lecturer at the Department of Information Technologies and Information Security of the Academy of Public Administration under the President of the Republic of Tajikistan. From 2022 to 2024, he worked as a Senior Lecturer at the same department.
From 2024 to 2025, he served as Acting Head of the Department of Information Technologies and Programming at the State Educational Institution “Technical College of TSTU named after Academician M. Osimi” in Dushanbe. Since August 26, 2025, he has been working as Deputy Director for Academic Affairs at the same educational institution.
