The Technical College is based on the Decree of the Government of the Republic of Tajikistan of January 17, 1997 No. 49, on the basis of the Construction Technical School of Dushanbe, carries out its activities as a technical state educational institution. Later, according to the Decree of the Government of the Republic of Tajikistan dated December 5, 1997, the Dushanbe industrial technical school was joined to the technical college and from October 1, 2009 the Polytechnic College of the TTU named after academic M.S.Osimi.

The Technical College carries out its activities on the basis of the management structure approved by the Ministry of Education and Science of the Republic of Tajikistan, ensures the implementation of State standards and curricula.

In college, the educational process is carried out in two forms, by day and correspondence forms of study. Since 2013, the educational process is based on the requirements and norms of the credit system of education. In the first years of foundation, there were 2 faculties, 3 departments and 5 specialties in the college. At the present time there are 5 faculties, 13 departments and 1 cycle in 25 specialties, the department of primary vocational education in 10 specialties. In 2005, the total number was 700 students, at the present time it is more than 2200 students. In 2005, up to 70 teachers worked, and now more than 134 teachers work, including 1 professor and 15 assistant professors.

During the independence of the Republic of Tajikistan, the administration of the Technical College implements the decrees of the founder of peace and unity, the Leader of the Nation, the President of the Republic of Tajikistan, the respected Emomali Rahmon, the Ministry of Education and Science of the Republic of Tajikistan and other relevant bodies concerning prosperity, improving the quality of education and upbringing. The opening of a test center consisting of 100 computers for examinations, equipment of departments with modern technical means, drafting and approving syllabuses, training programs, state standards, attracting teachers to the course of upgrading qualifications and other seminars are related to these events.

In early 2015, the newspaper “Young Innovator” was launched, an electronic library, the Council of Young Scientists, the Scientific Society of Students was opened. Students are engaged in inventions of technical accessories and this year won first place in the competition of inventors among students of educational institutions of secondary vocational education.

The Technical College develops international cooperation, strengthens bilateral relations with educational institutions of India, the Republic of Belarus and the Russian Federation in the field of education, science and practice. The college takes pride of place in public and cultural events, olympiads, in arts contests, theatrical performances and sporting events of city and republican level. The strategic plan of the college covers the improvement of the quality of education, the equation of the educational process to the requirements of the international standard, the conduct of lecture sessions with information technology, improving the relationship between theory and practice, providing laboratories with modern equipment, improving the functioning of internal networks, connecting computers of study rooms, electronic library and laboratories to the network Internet, organization of distance learning, etc.

During the activity thousands of students graduated from the technical college and, in the specialty, worked in the national economy for the benefit of the development of the state. The Technical College is the leading among the colleges of the Republic of Tajikistan and in January next year will turn 20 years from the foundation of the college.
