Safarzoda Parviz Mahmadali was born on January 1, 1998, in the city of Dushanbe, into an интеллигент family. He began his primary education in 2005 at Secondary General Education School No. 52 in Dushanbe. In 2012, he continued his studies at “Rohnamo” Lyceum. In 2015, he enrolled in Secondary General Education School No. 71 in Dushanbe and graduated in 2016 with good and excellent marks.

During the period from 2014 to 2016, while studying in high school, successfully completed a training course at the “Subhi Donish” Center in the fields of programming, web design, and system administration, acquiring foundational knowledge and skills in information technology and working with computer systems.

In 2015, together with a scout group, he visited Turkey (Istanbul), South Korea (Seoul), and Japan (Fukuoka), where he participated in an international conference. In 2018, he also traveled to the Republic of Uzbekistan.

In 2016, through the National Testing Center of the Republic of Tajikistan, he was admitted on a state-funded basis to Tajik National University, Faculty of Economics and Management, majoring in Business Administration, and successfully graduated in 2020.

In August 2020, he began his professional career at the Dushanbe-2 Power and Heat Center as a Senior Operator of Heat-Generating Equipment. In order to improve his professional qualifications, in September 2020, he enrolled in the Master’s program at the Bokhtar Energy University, majoring in Economics in the Energy Sector, and graduated in 2022 with good and excellent grades.

In August 2022, he graduated from the Tajik Technical University named after Academician M. S. Osimi with a degree in Thermal Power Plants from the Faculty of Energy.

In September 2022, with the aim of engaging in scientific and research activities, he was admitted on a state-funded basis to the Department for Training Scientific and Academic Staff of Tajik Technical University named after Academician M.S. Osimi as a PhD doctoral student in specialty 6D-071700 — Thermal Power Engineering (Department of Thermal Engineering and Energy Systems). He is currently studying in the second year of the PhD program.

Since November 2023, he has been working at the Technical College of Tajik Technical University named after Academician M. Osimi as Head of the International Relations Department.

Safarzoda P.M. is the first-place winner of the national competition “Young Researcher and Innovator” among undergraduate students, master’s students, PhD doctoral students, and applicants, held on April 25, 2025, at the initiative of the Ministry of Education and Science of the Republic of Tajikistan.

During his professional and academic career, he has published more than 6 articles recognized by the Higher Attestation Commission, over 30 national and international articles, 2 textbooks, and has obtained 2 patents.

He is married and has two children.

MEMORANDUM OF UNDERSTANDING

between the Technical College of Tajik Technical University named after Academician M. Osimi
and the Ryazan Polytechnic College
(State Regional Budgetary Vocational Educational Institution)

Memorandum of Understanding with the Ryazan Polytechnic College

The administration of the Technical College of Tajik Technical University named after Academician M. Osimi is actively engaged in cooperation with foreign partners. Collaboration with international organizations and institutions is aimed at improving the qualifications of teaching staff, strengthening the material and technical base of the educational institution, sending students abroad, attracting foreign specialists to the educational process, and obtaining grant funding from foreign sources.

On October 19, 2018, the administration of the Technical College signed a cooperation agreement with the Ryazan Polytechnic College of the Russian Federation in the field of professional development and personnel training for the Republic of Tajikistan. The agreement consists of 4 articles and 26 sub-articles. Its content focuses on training highly qualified specialists for the national economy of the Republic of Tajikistan in accordance with state educational standards, improving teachers’ qualifications, and academic exchange.

According to the agreement, education is organized in two stages:

  • the first stage is implemented at the Technical College of TTU named after Academician M. Osimi;

  • the second stage is implemented at the Ryazan Polytechnic College.

The implementation of the provisions of this agreement is being actively carried out.

A cooperation agreement with Bratsk State University of the Russian Federation was signed on April 8, 2016. The agreement consists of 10 articles and 6 sub-articles. According to the agreement, the main areas of cooperation include educational and methodological work, scientific activities, continuation of students’ education, and professional development of teaching staff. However, the implementation of the agreement’s provisions has not been fully ensured at the required level.

A cooperation agreement between the Technical College and Desh Bhagat University of the Republic of India was signed on February 16, 2016. The agreement consists of 9 articles and focuses on improving teachers’ qualifications, enrolling citizens of the Republic of Tajikistan for studies at the above-mentioned university, and enhancing the material and technical base of the College’s Technology Park.

For the establishment and development of the College’s Technology Park, the administration has signed cooperation agreements with several private-sector organizations of the Republic of India, including “Bridging Asia” and M/S SADR Global. With the permission of the Ministry of Education and Science of the Republic of Tajikistan, responsible staff members of the College visited the Republic of India in 2018 and 2019 to implement the provisions of these agreements.

The College administration has developed a long-term development program, under which two projects were submitted to relevant structures to attract foreign grants. However, to date, no foreign-funded grant projects have been implemented at the College.

It is worth noting that, with the permission of the Ministry of Education and Science of the Republic of Tajikistan (letter of the Minister dated 05.11.2019 No. 01/1-896), the College administration signed a contract with M/S SADR Global of the Republic of India worth USD 800,000 to establish footwear production at the College’s Technology Park.

In order to implement the provisions of the cooperation agreement with the Ryazan Polytechnic College, the College administration sent five students to continue their studies at its strategic partner institution:

  • Safaraliev Komron, 2nd-year student, specialty 2-40010135;

  • Zikriyozoda Salomiddin, 2nd-year student, specialty 2-44010132;

  • Bektasheva Farakhbonu, 2nd-year student, specialty 2-25013201;

  • Sharipov Saodatsho, 2nd-year student, specialty 2-40010133;

  • Rakhimov Islomiddin, applicant of the College.

In March 2019, five staff members and teachers were sent to the Ryazan Polytechnic College of the Russian Federation for professional development and retraining, where they completed advanced training courses and received certificates.

For experience exchange and further development of cooperation, in October 2019, with the permission of the Ministry of Education and Science of the Republic of Tajikistan (letter dated 05.11.2019 No. 01/1-896), the College administration invited representatives of the Ryazan Polytechnic College.

The visiting representatives included:

  • Lyudmila Vladimirovna Svechnikova, Deputy Director for Academic Affairs;

  • Vladimir Vladimirovich Matsnev, Deputy Director for Academic and Industrial Training;

  • Valentina Nikolaevna Diyanova, Deputy Director for Educational Affairs.

From October 27 to November 1, 2019, they held meetings with students and conducted seminars for teachers at the educational institution.
