In the modern context of global development, characterized by expanding economic, political, and scientific integration, strengthening foreign relations has become one of the priority areas of state policy. The Republic of Tajikistan, as an active country supporting constructive cooperation with regional states, especially with the Republic of Uzbekistan, pursues a balanced and forward-looking cooperation policy. This process has intensified in recent years against the backdrop of expanding strategic partnership between the two states, marking a new phase of development.

During the state visit of the President of Tajikistan, H.E. Emomali Rahmon, to the Republic of Uzbekistan, attended by the President of Uzbekistan Shavkat Mirziyoyev, a number of important cooperation documents were signed covering various spheres of socio-economic life. These documents are primarily aimed at deepening strategic partnership and alliance relations, strengthening the legal and economic framework for further cooperation.

The signing of the Joint Statement of the Heads of the Two States on strengthening strategic relations demonstrates clear political will and readiness of the parties for expanding multifaceted cooperation. Of particular importance are the programs to increase trade turnover to USD 2 billion and industrial cooperation programs signed by the Prime Ministers of the two countries, which provide a strong impetus for regional economic development.

One of the most important areas of this cooperation is vocational education. The signing of a Memorandum of Understanding between the Committee for Primary and Secondary Vocational Education under the Government of Tajikistan and the Vocational Education Agency of Uzbekistan demonstrates the clear interest of both parties in developing this sector. This document enables educational institutions of both countries, including technical colleges, to cooperate closely in experience exchange, joint program development, and introduction of modern technologies.

The importance of such cooperation lies in improving the quality of education and aligning it with labor market requirements. In a knowledge- and technology-based economy, preparing competitive specialists without international experience is impossible.

Thus, Tajikistan–Uzbekistan cooperation in vocational education can serve as an important foundation for training highly qualified personnel.

Furthermore, the signing of various agreements in culture, tourism, industry, technology and innovation, agriculture, and food security demonstrates that cooperation between the two countries is comprehensive, covering all sectors of society. In particular, action plans and roadmaps for 2026–2028 create a basis for sustainable development of cooperation and practical implementation of agreements.

Cooperation in science and innovation, including between the National Academy of Sciences of Tajikistan and the Academy of Sciences of Uzbekistan, is of particular importance and contributes to the development of scientific potential in both countries. This allows scientific achievements to be integrated into the educational system and improves the quality of specialist training. For technical colleges, such cooperation provides an opportunity for students to become familiar with modern technologies and scientific innovations.

Economic and investment cooperation, including within interregional forums held in Jizzakh, promotes expansion of the manufacturing, textile, agro-industrial, and service sectors. This, in turn, increases demand for specialists and encourages educational institutions to adapt curricula and enhance the quality of workforce training.

It is important to note that cooperation between the two countries contributes not only to economic development but also to strengthening the legal framework of relations. Signing agreements in finance, healthcare, transport, public services, and digital technologies demonstrates that Tajikistan–Uzbekistan relations have reached a new qualitative level.

Following high-level meetings and a joint press conference of the two heads of state, the necessity of fully utilizing the existing cooperation potential was emphasized. Confidence was expressed that trade turnover between the two countries could reach USD 2 billion by 2028, indicating positive prospects for economic and trade cooperation.

It can be concluded that signing new cooperation documents between Tajikistan and Uzbekistan marks a new phase in bilateral relations, providing a solid foundation for further expansion of cooperation. In this context, vocational education, including the activities of technical colleges, holds a special position and can serve as a key factor in ensuring sustainable economic and social development. Foreign relations in this context are not only a means of cooperation but also an important factor in strategic development, playing a significant role in training highly qualified and competitive personnel.
