At the initiative of the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan, His Excellency Emomali Rahmon, an important and historic resolution on the use of artificial intelligence (AI) was adopted at the United Nations General Assembly, which can be considered one of the landmark events in Tajikistan’s international policy and in the global dialogue on the regulation of modern technologies.
This initiative was proposed and adopted in a context where humanity is on the threshold of a new era of civilization, a period in which digital technologies and artificial intelligence have become not only a means of progress, but also a factor in changing the social, economic, political and cultural structure of societies. The rapid development of artificial intelligence in recent years has brought the world to a qualitatively new stage. Today, AI is actively used in various fields – from medicine and education to industry, energy, finance, transport and public administration. Algorithms are able to analyze huge amounts of data, make complex decisions, optimize processes and increase the efficiency of human activity. However, along with these opportunities, risks and serious ethical, legal and social questions have also arisen, the unanswered questions of which can lead to unpredictable consequences. It is in such complex global conditions that Tajikistan has taken the initiative to discuss the issue of responsible, human-centered and fair use of artificial intelligence at the UN level and propose it as a general norm. The adopted resolution is not only a political document, but also a document of philosophical and civilizational significance, as it looks at the issue of the relationship between man and technology from the perspective of morality, law and social justice.
The historical significance of this resolution is expressed primarily in the fact that it does not see artificial intelligence as a neutral force or just a technical tool, but considers it a phenomenon that can have a profound impact on the fate of man and society. The document emphasizes that the use of AI should be carried out with respect for human rights and freedoms, personal dignity, universal human values and principles of justice. This position places Tajikistan among the countries that support the responsible development of technology and the protection of man as a supreme value.
The resolution also pays special attention to the issue of digital inequality. In the modern world, differences in access to technology, knowledge and digital infrastructure can lead to deepening economic and social disparities between countries and within societies. In its initiative, Tajikistan emphasizes the need to support developing countries, strengthen international cooperation and knowledge exchange, and calls for artificial intelligence to be used for the benefit of all humanity, not just limited groups or developed countries. Another important aspect of the resolution is the issue of the ethics of artificial intelligence. Today, algorithms can participate in making decisions that directly affect human lives: from medical diagnosis and borrower selection to security monitoring and resource management. In such conditions, questions related to transparency, accountability, impartiality and prevention of discrimination become crucial. The Tajik resolution emphasizes the need to develop international norms that regulate the use of artificial intelligence within the framework of responsibility and fairness. This initiative also has great political significance. Tajikistan, which is known in the international arena primarily for its initiatives related to water, climate and sustainable development, by proposing a resolution on artificial intelligence, has shown that its foreign policy has a broad vision and is in line with the developments of the 21st century. Tajikistan presents itself as an active member of the international community, which prioritizes not only national interests, but also universal interests.
This resolution creates a favorable basis for the development of scientific research and academic cooperation in the field of artificial intelligence. It can contribute to the establishment of educational programs, research centers and international platforms for knowledge exchange. For countries with limited resources, such cooperation is an important opportunity to enter the global digital space and effectively use new technologies. At the same time, the resolution emphasizes the importance of educating the younger generation in a spirit of responsibility and ethical worldview. Young people, as future users and creators of technology, should have not only technical skills, but also a deep understanding of great responsibility. By submitting this document, Tajikistan sends a message to the international community that the digital future should be built on knowledge, ethics and humanity.
From a legal point of view, the resolution can serve as a basis for the development of national and international instruments in the field of regulating artificial intelligence. Although the resolutions of the UN General Assembly are of a recommendatory nature nd, they play an important role in shaping international norms and state policies. In this context, Tajikistan’s initiative can become the beginning of a comprehensive process of developing legislation and global ethical standards in the field of artificial intelligence.
Tajikistan’s historic resolution on artificial intelligence at the UN is a multifaceted initiative. It not only strengthens the country’s international prestige, but also demonstrates Tajikistan’s real contribution to solving one of the key issues of the 21st century. This document carries a clear message that technological progress must go hand in hand with responsibility, justice and respect for humanity. Only in this way can artificial intelligence become a factor of sustainable development, peace and well-being of all humanity.
