Hakimov Zairzhan Ruzibaevich was born on February 25, 1973 in Jaloliddini Balkhi district of the Republic of Tajikistan in the family of civil servant.

In 2000 he graduated theInstitute of Economy and Trade of Tajik State University with a degree in economics and management.

Hakimov Z. R in 2007 was awarded a diploma of the Ministry of Education and Science of the Republic of Tajikistan. He is married and has 2 children. His address: Dushanbe, S. Sherozi street, house 39/4, room 18.

From January 2021 he has been working as the vice director in the Foreign Relations of the college.
